Build Overview
The Arbiter Hammerdin is a masterful fusion of two Paladin archetypes in Season 13: the classic Hammerdin that spins
Blessed Hammer in all directions, and the Wings Paladin that exploits
Arbiter's wings form to strike in rapid bursts. The result is an S-TIER build capable of clearing Pit level 100 and taking down Uber Mefisto while tanking hits without breaking a sweat.
The core mechanic rests on a fundamental distinction:
Arbiter is the temporary wings form (4.5 seconds) automatically triggered when you use your disciple skills, while
Arbiter of Justice is the long-cooldown ultimate. In endgame gameplay, it's the Light's Epiphany 5-piece set that makes everything explode: casting the ultimate simultaneously triggers all your other ultimates and grants +500% damage to your disciple skills for the duration of
Arbiter of Justice — your
Blessed Hammer then reaches 12 billion damage per hit, on top of the wing strikes from
Arbiter that sweep the entire screen.
On the defensive side, the permanent auras from
Fanaticism Aura and
Defiance Aura cover both offense (critical strike chance, critical strike damage, attack speed, resource generation) and defense (maximum life, total armor, resistances, healing). Toughness reaches 4 to 5 million, allowing you to stand your ground against the most demanding Bosses without having to kite.

Loot Table
This build's progression follows three distinct tiers. In the Starter version, legendary aspects already do the heavy lifting: each one provides around 70% additional damage, and stacking multiple multipliers quickly builds a solid foundation. The
Aspect of Glynn's Anvil on the helm, the
Aspect of Lagera's Sovereignty on the gloves, and the
Aspect of Celestial Strife in the amulet slot establish the foundations of the damage loop.
The Unique version introduces the key pieces that define the build.
Temerity in the pants slot provides constant passive defense.
Judgment of Auriel in the amulet with its Greater Affixes on critical strike damage multipliers considerably amplifies the burst.
Argent Veil in the first ring slot complements with its own vulnerable damage multipliers. Finally,
Herald's Morningstar as the main weapon, especially with a Greater Affix on weapon damage, becomes the central lever of physical DPS.
The Mythic version takes the build to another dimension.
Heir of Perdition in the helm slot boosts critical strike chance and Lucky Hit, allowing you to reach 100% crit effortlessly.
Tyrael's Might in the chest massively increases total resistance and damage reduction, making the character nearly indestructible.
Ring of Starless Skies in the second ring slot generates resources freely, removing the cast cost from skills and keeping the damage cycle running without interruption. The top stat priority: stack critical strike damage, as it's the most powerful multiplier in this build.
Horadric Seal S13
The Horadric Seal from Season 13 is an additional layer of customization that allows you to integrate Beru charms into three dedicated slots. On this build, the charms either reinforce critical strike damage multipliers or resistance to all elements and armor to further solidify survivability in Pit 100+.
Gameplay Tips
While leveling, the rotation is straightforward: cycle your disciple skills every 4.5 seconds to keep
Arbiter's wings form permanently active. The wing strikes from the wings form deal 160% damage and clear packs without needing to target precisely.
Blessed Hammer loops in a nearly automatic fashion — focus on maintaining your auras and
Arbiter's triggers.
In endgame, the rotation changes in nature. The goal is to cycle all your skills quickly to reduce
Arbiter of Justice's cooldown via the Light's Epiphany 1-piece set (each disciple skill reduces the CD by 0.1 to 0.5 seconds). As soon as the ultimate is available, trigger it: it simultaneously launches all your other ultimates and activates the +500% buff on disciple skills. It's during these 4-5 seconds that your
Blessed Hammer deals 12 billion damage per hit.
Manage your faith through passive auras and
Rally, which also reduces resource cost. If you chose to keep
Falling Star over
Consecration, use it as an additional
Arbiter trigger and as a mobility tool toward packs. If you follow Rex's choice with
Consecration, the consecrated ground weakens enemies and boosts your fortification. For Bosses: enter
Arbiter's wings form, cast
Arbiter of Justice, stay in melee range to maximize every hit of
Blessed Hammer, and tank the hits — your toughness allows it.
Skill Tree
The tree revolves around
Blessed Hammer at rank 15, with its Disciple's Halo upgrades to maintain synergy with
Arbiter, and Cast Speed to accelerate the loop. Both auras,
Fanaticism Aura and
Defiance Aura, are also at rank 15 with their resource generation and maximum life upgrades respectively.
Arbiter of Justice at rank 15 with Wing Strike Recast is the core of the burst.
Rally at rank 4 ensures cost reduction. In endgame, Rex replaces
Falling Star (which he finds ergonomically awkward) with
Consecration at rank 4 to weaken enemies and provide fortification.
Mercenary S13
Raheir is the near-unanimous endgame choice for this build. Rex considers him objectively the best mercenary available for the Paladin in Season 13. His signature skill
Ground Slam stuns nearby enemies and creates a damage zone on the ground, perfectly aligned with the build's face-tank playstyle.
Bastion allows him to absorb a portion of incoming damage and generates a shield for you — a particularly valuable survival buff during the cooldown phases between
Arbiter of Justice casts.
The two allocated passives reinforce his melee effectiveness, in synergy with your own positioning. Raheir doesn't just tank: his skills regularly trigger effects that maintain pressure on Bosses and elites while you cycle your own cooldowns.
Paragon and Glyphs
The paragon configuration relies on five strategically chosen boards. The Start board hosts the
Apostle glyph (rank 25), oriented toward sacred multipliers that directly amplify
Blessed Hammer damage. The Beacon board with
Honed (rank 25) brings the critical strike damage bonuses this build massively depends on — it's the most powerful multiplier according to Rex, and should be prioritized above all else.
The Endure board with
Canny (rank 25) provides additional resilience while maintaining offensive efficiency, perfectly suited to Pit 100+ where positioning mistakes are costly. The Resolve board with
Arbiter (rank 25) is the build's thematic glyph: it directly amplifies the wings form and wing strikes, enhancing every second spent in
Arbiter's wings form. Finally, the Divinity board with
Spirit (rank 25) rounds everything out by boosting sacred skills and resource generation, ensuring steady faith to keep the skill cycle running without interruption.
