November 2 launch notes OFFICIAL Official Blizzard notes, published two days before the November 4 launch Source: Blizzard’s official notes (forum)

On the evening of November 2, Blizzard published the development notes that come with the WoW Forever launch. They cover everything that changed since the last big Beta update on October 15: 223 changes, including a full Rogue rework, the removal of Salvation and Lava Burst, and a damage increase for every class. Blizzard explains it in the notes: staying within Classic power budgets meant every addition had to take something away, so damage goes up across the board and higher level creatures gain health to compensate.

Part of these changes was already visible in the game data on October 30: the Paladin rework, the Druid trees, Frost Mage. They are now confirmed and carry the green In Oct 30 datamining marker, which flags every change already described in our unofficial October 30 article. The notes also reverse the Aspect of the Hawk and Trueshot Aura cut spotted that day. We compared every line with the data of the live client (build 1.60.1.70753) against the October 16 build. When the game contradicts the notes, the line says so, and 9 changes found in the data but missing from the notes are added and flagged. Many damage increases are not in the client yet: they will come with the launch version.

When a talent changes its number of ranks, we give its value at maximum rank. Tooltips still show the values from before this patch, and talents born with it have none yet. Blizzard does not plan any big tuning before the raids open next month. Racial abilities match our October 26 article.

How to read this article

▲BuffThe class gains power, survivability or comfort.
▼NerfA value goes down, an option disappears or becomes more expensive.
◆Neutral or reworkAn effect changes nature, with no obvious gain or loss.

General changes

The official launch notes open with an explanation from the developers: holding every class close to its Classic power budget meant that each new element had to come at the expense of something else. So they raised class damage across the game and increased the health of higher-level creatures to compensate. Barring bugs and serious outliers, no big tuning change is planned before the raids open next month, and a large balance pass will follow once enough players have levelled past 30.

Racial abilities were already described in our October 26 article and the official notes repeat them, with four additions listed below (Berserking, Cannibalize, Touch of the Grave). The gamepad is now playable from end to end, and the notes devote a long list of fixes to it, summed up here in two lines.

Going up

  • ▲ThrowChangednow uses the 0.5 second windup timer, instead of the throwing weapon’s attack speed.
  • ▲Low-rank spell penaltyChangedseveral talents that trigger on a chance no longer have a penalty when casting a low-rank spell. It stays for Blizzard: Arcane Concentration, Frostbite and Fingers of Frost have a reduced chance to trigger when the rank cast was learned more than 12 levels below the mage’s level.
  • ▲Respawn ratesChangedrates adjusted in many areas, faster in low-level zones, starting zones above all, then slower and slower as you level. The developers want to absorb the launch crowd without hard bottlenecks, while keeping some competition for spawns. Once the first wave of low-level characters has settled, the low-level zones will go back to more usual rates.
  • ▲Darkspear Islands, dropped flagChangedin the Darkspear Islands battleground, dropping the flag no longer places the “Recently Dropped Flag” debuff on the player.
  • ▲BerserkingChangedTroll: the effect lasts 15 seconds, up from 10. This point was not in the October 26 and 27 notes.
  • ▲CannibalizeChangedUndead: can once again be used while immune to Physical damage.
  • ▲Touch of the GraveChangedUndead: fixed an issue where it was not activating frequently enough.

Going down

  • ▼Proc rootsChangedthey are now subject to diminishing returns: Frostbite, Entrapment, Improved Wing Clip, Counterattack and Improved Hamstring.

Reworks and comfort

  • ◆Legacy Reward – Replica Ironforge Air RifleChangedthe legacy reward can now be used on allies who already have one equipped. The notes attach two durations to it: the quitter debuff drops to 40 seconds, down from 5 minutes, and the stun to 2.5 seconds, down from 3.
  • ◆Base statsChangedall races now have the correct amount of base stats. Example: a Tauren Warrior starts with 5 more Strength than a Human Warrior, not 2 by mistake. The fix also covers High Order and Windshaper Skyborne.
  • ◆Action barsChangedlearning a new spell no longer adds it to your action bars automatically.
  • ◆Training costsChangedadjusted for all classes. Most abilities learned at the same level cost the same to train, except Priest race-specific abilities. Training all class abilities from level 1 to 60 costs between 206 and 207 gold, whatever the class. Warlock costs are reduced by what their pets’ Grimoires would cost.
  • ◆Racial abilitiesthe official notes repeat the whole pass announced on October 26 and 27, with no difference: Human, Dwarf, Orc, Tauren, Skyborne and Undead. It is detailed in our October 26 article. Only the Troll and two Undead fixes are new, above in this section and below.
  • ◆Touch of the GraveChangedUndead: the beam visual left behind after the spell is fixed.
  • ◆BagsChangeda bag you pick up no longer equips itself into an available bag slot: you have to equip it by hand.
  • ◆Quests, general adjustmentsChangedthe experience of many quests is adjusted, along with prerequisites and level settings for a better flow across the world. Mouseover tooltips appear on objectives, missing point-of-interest markers are added or corrected, zone sorting in the quest log is fixed, and destroying a quest item now abandons the quest, and the other way round.
  • ◆SatyrsChangedsome were classified as humanoids instead of demons. They are fixed, and Blizzard adds that they are now twice as scared of Paladins.
  • ◆Eastern Kingdoms questsChangedAlterac Mountains: Dalaran Summoners no longer summon endlessly. Wetlands: “Carnage” no longer resets near the end of the fight, and Alba Fairmoon stays available to turn in “Destruction in Deadmines”. Ruins of Lordaeron: the dungeon quests all require level 15 to start, instead of a mix of 15 and 16, with adjusted prerequisites.
  • ◆Kalimdor questsChangedBarrens: you can speak to Rethgar Deathgate to begin the event for “Counterattack!” when it is not active, and the Alliance Outrunners spawn in random locations. Darkshore: “Holy Diver” now gives an XP reward. Mulgore: Gloomrise Hatchlings give lower XP, in line with their lower health. Orgrimmar: the Lieutenant’s Insignia no longer stays in the inventory after “Hidden Enemies”. Teldrassil: slightly fewer spiders in The Cleft for “Twisted Hatred”.
  • ◆Gamepad supportChangedsupport is now complete: movement, spells, interactions and interface navigation can all be played with a controller. Settings can be customized through Edit Mode and the Options menu.
  • ◆Gamepad improvementsChangedarea items placed from the action bar (press again to confirm), targeting of friendly corpses, critters and the focus target, reworked bags showing remaining space and ammo count, ending a flight path early, the pet move command, better compatibility with add-ons. Several interface fixes come with them.

Paladin(Paladin)

Balanced

The Paladin is the class whose trees move the most, and the notes confirm what the game data showed on October 30. Salvation, Mass Salvation, Revoke and Blessing of Light leave the game, five talents arrive (Oath of Light, Boundless Light, Shieldsworn, Stoicism and Turn Evil) and Unsealed Wrath replaces Twist of Light and about twenty others change position or number of ranks.

Blizzard compensates the loss of Salvation on the paladin itself: Righteous Fury is trained at level 10, increases all threat by 33% and is now free with The Quick and the Dead. Protection gains Stoicism and Shieldsworn, Retribution a longer Vengeance stack and Unsealed Wrath, Holy an Oath sworn on a single ally. On the other side, Spiritual Focus and Improved Seals cost more points for the same maximum, Divine Precision drops from 18% to 8% chance to hit and Templar’s Bulwark can now be dispelled.

Only one Oath of Light can be sworn at a time.
  • ▲Boundless LightNewIn Oct 30 dataminingRow 5 of the Holy tree, passive, 2 ranks. Increases the critical strike chance of Holy Shock by 15 / 30% when cast on an ally not affected by your Oath of Light.
  • ▲ShieldswornNewIn Oct 30 dataminingRow 7 of Protection. Reduces the cooldown of Holy Strike by 4 seconds. Holy Strike now strikes with your shield, triggering all talents that activate on a block without consuming their charges or starting their cooldowns, and lets you block spells for 6 seconds.
  • ▲StoicismNewIn Oct 30 dataminingRow 5 of Protection, 2 ranks. Reduces the duration of Stun and Charm effects on you by 10 / 20%.
  • ▲Turn EvilNewIn Oct 30 dataminingRow 5 of Retribution, 2 ranks. Reduces the cast time of Turn Undead by 0.5 / 1 second and its cooldown by 5 / 10 seconds, and lets it affect Demons.
  • ▲Two-Handed Weapon SpecializationChangedmoves up to row 4 (row 5 before). It increases both Holy and Physical damage by 2 / 4 / 6% according to the notes (the in-game text still only mentions physical damage), where it only applied to two-handed weapon damage before, and reduces the threat generated by the paladin by 7 / 14 / 20% while wearing a two-handed melee weapon.
  • ▲VengeanceChangednow stacks up to 5 times, up from 3, and requires Seal of Command instead of Sanctified Judgement.
  • ▲RedoubtChangedIn Oct 30 dataminingnot in the official notes, found in the game data: the block chance increase rises to 30% at maximum rank, up from 20%.

  • ▼Templar’s BulwarkChangedmoves up to row 3 (row 5 before) and is now a Magic effect, so it can be dispelled.

Reworks and comfort

  • ◆Twist of LightChangedIn Oct 30 dataminingbecomes Unsealed Wrath, the 31st talent at the end of the Retribution tree, with an effect unrelated to the old one (Seal Mana cost reduced by 20%, Echo of the replaced Seal). Your melee attacks store a copy of your active Seal for 15 seconds, stacking up to 3 times. Landing an attack with a different Seal consumes all stacks, giving the stored Seal its normal chance to activate once per stack. It requires a point in Repentance.

  • ◆Sacred DutyChangedIn Oct 30 dataminingmoves up to row 2 (row 3 before). It no longer increases Stamina. • ◆Iron CreedChangedIn Oct 30 dataminingbecomes a 3-rank talent instead of 5. The threat of Holy Strike increases by 10 / 20 / 30%, up from 5 to 25%, and the damage reduction is 2 / 4 / 6% for 6 seconds, down from 2 to 10%.
  • ◆Swift JudgementChangedIn Oct 30 dataminingnow instantly unleashes the energy of your active Seal on an enemy 10 yards away, without consuming it or sharing a cooldown with Judgement. Before, it finished the Judgement cooldown and made the next one free.
  • ◆Holy PowerChangedIn Oct 30 dataminingnow increases the critical strike healing bonus of your Holy spells by 10 / 20 / 30 / 40 / 50%. Before, it gave 3 to 15% critical strike chance to Holy Shock and Holy Strike, and 1 to 5% to all other spells.

The Druid comes out with a lot more damage. In cat form, Shred, Claw and Ravage gain 24 to 29% weapon damage, Rip, Rake, Ferocious Bite and Pounce roughly a quarter more base value and attack power scaling, and Starfire about 40%. In return, Berserk leaves the Feral Combat tree and Primal Bite takes its place, lower in the tree. The rest was already spotted in the data on October 30 and the official notes confirm it: Bloom in place of Gift of the Earthmother, Wild Growth with a 3-second cast, Genesis and Naturalist doubled. The two other additions, Poised and Predatory Discipline, give the cat tools to manage its energy.

Mage class icon

Mage(Mage)

Net buff

The Mage comes out ahead, mostly in Frost. Ice Lance is back to 300% damage against a frozen target, but now shares its 8-second cooldown with Fire Blast. Ice Barrier gives 15% Frost damage for a minute, and Winter’s Chill rises to 20% Cone of Cold damage per stack. The developers remove Piercing Ice to free up points early in the tree and give PvE players a reason to go down to Ice Barrier.

Arcane fixes its flaws: Missile Barrage is consumed at the right time, Clearcasting is no longer wasted, Arcane Blast costs less mana and lasts longer, but gives less power per stack. Arcane Focus is gone, absorbed by Precision. Fire loses critical strike with Critical Mass. A large share of these values was already spotted in the data on October 30 and is now confirmed.

Going up

  • ▲Missile BarrageChangedis now correctly consumed at the start of the Arcane Missiles channel, instead of at the end.

Warrior(Warrior)

Net buff

Warriors gain everywhere. The tank moves to an 80% threat bonus in Defensive Stance, Defiance rises to 20% and neither Blood Craze nor Gore Drinker generate threat when healing. Elemental pays the price: Lava Burst leaves the game, replaced by a plain 5% critical bonus on Lightning Bolt and Chain Lightning. Chain Lightning hits harder but takes longer to cast and costs more than twice the mana of Lightning Bolt. In Restoration, Riptide now heals over time only.

Aspect of the Hawk and Trueshot Aura go back up at every rank, after the October 30 cuts. Barrage and Lightning Reflexes go up a notch.

Two restrictions temper this. Hunter’s Mark can no longer be applied several times to the same target using different ranks, and all traps now share a single 30-second cooldown, instead of one cooldown for fire traps and another for frost traps.

Priest class icon

Priest(Priest)

Balanced

Binding Heal leaves the Holy tree (the game keeps it as a trainer spell) and its slot goes to Holy Binding: every Flash Heal cast on another player also heals the priest for half the amount, with no threat. Shadow Word: Death gets riskier, with 30% of maximum health lost if the target survives, but no longer hurts the priest when the spell misses. In Shadow, Devouring Contagion no longer spreads from a critter and Vampiric Embrace can no longer crit.

Three fixes go the right way: Power Word: Shield is correctly replaced by an equal or higher rank, Dark Sacrifice no longer breaks crowd control, and Cure Disease and Abolish Disease no longer take the priest out of Shadowform. It all balances out: a few comfort gains against two restrictions in Shadow and the loss of Binding Heal.

Going up

  • ▲Power Word: ShieldChangedcan now correctly be replaced by a Power Word: Shield of equal or greater rank.
  • ▲Shadow Word: DeathChangedwill no longer damage the Priest when the spell misses.
  • ▲Dark SacrificeChangedfixed: the Undead Priest’s spell was still breaking crowd control effects.
  • ▲Holy BindingNewIn Oct 30 dataminingtakes Binding Heal’s slot in the Holy tree. When the Priest heals a target other than themselves with Flash Heal, 50% of the healing done by the Flash Heal is also done to the Priest. This healing generates no threat.
  • ▲Cure Disease and Abolish DiseaseChangedfixed: these spells would take the Priest out of Shadowform.

Going down

  • ▼Shadow Word: DeathChangedIn Oct 30 dataminingnow causes 30% of maximum Health damage to the Priest if it fails to kill the target, up from 10%.
  • ◆Binding HealIn Oct 30 dataminingleaves the Holy tree, where Holy Binding takes its place. Blizzard’s notes call it a removal, but the game data lists it as a spell trained from the class trainer, with 6 ranks from level 25.
  • ▼Devouring ContagionChangedno longer spreads Devouring Plague if it is spreading from a critter.
  • ▼Vampiric EmbraceChangedhealing can no longer roll a critical effect.

Reworks and comfort

  • ◆Renewed HopeChangedIn Oct 30 dataminingnot in the official notes, found in the game data: no longer lists Binding Heal among the heals that benefit from its critical strike bonus on a weakened target.

Warlock class icon

Warlock(Warlock)

Balanced

Affliction and Destruction warlocks gain net damage: Wrack goes from 36 to 86 base damage per second at level 60, and Shadow and Flame doubles its bonus. The bill falls on the pet, whose Health per point of its master’s Stamina drops from 7.5 to 2, on Spellstones that lose their Fire bonus and on Drain Soul, which grants far fewer shards without a kill.

The Improved Drains change, spotted in the game data on October 30, is now confirmed.

Going up

  • ▲Amplify CurseChangednow also correctly affects Curse of Exhaustion and Bane of Agony.
  • ▲WrackChangedspell damage coefficient doubled, to match the expected 0.286 per second of cast time. Base damage per second increases by 2.5 with each level: at level 60 it goes from 36 to 86 in practice.
  • ▲Shadow and FlameChangedincreases Fire or Shadow damage by 4/8/12/16/20%, up from 2/4/6/8/10%.

Going down

  • ▼SpellstonesChangednow only increase Shadow damage. They also increased Fire damage, by mistake according to Blizzard.
  • ▼PetsChangedthey gain 2 Health per point of their master’s Stamina, down from 7.5: about 73% less.
  • ▼Drain SoulChangedthe chance to grant a Soul Shard when dealing damage, without killing the target, is greatly reduced.
  • ▼Bane of AgonyChangednow updates its damage continuously: you can no longer lock in a high spell power at cast time, then swap gear.

Reworks and comfort

  • ◆Improved DrainsChangedIn Oct 30 dataminingthe 20% bonus applies to the health drained by Drain Life, the damage of Drain Soul and the mana drained by Drain Mana, but no longer to Wrack damage.

Verdict on this patchBlizzard goes into launch with stronger classes and sturdier creatures. The Rogue and the Paladin change how they play, Feral Druid and Fury Warrior hit harder, Elemental Shaman trades lava for lightning again, and tanks generate more threat to make up for the end of Salvation.

Blizzard announces a large tuning pass once players are past level 30, after the raids open. Our build pages, the Tier List and the talent calculator will be updated when these trees are in the game. The other notes are collected on the WoW Forever patch notes page.
