
Since October 1, the WoW Forever beta goes up to level 30, and the same question keeps coming back: does leveling WoW Forever through dungeons hold up, or should you do everything through solo quests? The answer is more nuanced than in Classic, and it hinges on a detail Blizzard changed on the very day of the patch.

Leveling WoW Forever through dungeons runs on a different engine
In Classic, elite monsters in dungeons gave a 2.5 experience multiplier. Entire groups chained instances for that reason alone. Icy Veins explains that Blizzard almost removed the experience from dungeon monsters in Forever and moved it to dungeon quests. Killing a boss barely pays anymore. Turning in the quest does.

The October 1 patch then tightened the screws. In Blizzard’s development notes, published on the evening of October 1, you can read: “Dungeon quests now reward 50% less extra experience beyond normal quest values.” Only Forever’s own bonus is cut; the base experience of quests doesn’t change. In his October 2 article, Kotaku’s Rebekah Valentine reports that players are split: some find dungeons less appealing given the effort of putting a group together, others think everyone is mostly in a hurry to hit the level cap.
What this changes in practice: a dungeon is only worth the trip if you arrive with the quests already in hand. Walking in cold just to “see” it gets you nothing. Our Dungeons and raids page notes it too: even after this cut, dungeon quests give more experience than in Classic, and Blizzard can still change these values before launch.
Which dungeons at which level, from 13 to 30
Blizzard lists eleven dungeons already open before the patch: Ragefire Chasm, Hall of Thanes, Ruins of Lordaeron, Wailing Caverns, The Deadmines, Shadowfang Keep, The Stockade, Blackfathom Deeps, Gnomeregan, Razorfen Kraul and Scarlet Monastery. The patch adds the two “familiar” dungeons: Razorfen Downs (access from level 25) and Uldaman (from level 30). Kotaku points out that Hall of Thanes (13+) and Ruins of Lordaeron (15+) are among the nine brand-new dungeons Forever promised, already playable before the patch.

These levels come from the beta client, collected for our Dungeons and raids page. With the beta capped at 30, Scarlet Monastery is the last step on this list. Razorfen Downs and Uldaman, reopened by the patch, are played a notch above.
Excavation Site: Wetlands, the only new dungeon you can play
Excavation Site: Wetlands is listed for levels 26 to 31 in Blizzard’s notes. Massively Overpowered sees it as the highlight of the phase, along with level 30, new zones such as Hillsbrad Foothills and Stonetalon Mountains, ten extra talent points and a new battleground. Kotaku places the entrance south of central Wetlands, on top of a hill that was previously unreachable, with a new road leading up to it.

Our Excavation Site page lists four bosses, from Saltspine to Relic Guardian, and fourteen quests. The first is level 28: bring four thicket raptor hides to James Halloran at Menethil Harbor. The other thirteen show level 31. This is exactly where leveling WoW Forever through dungeons makes sense: you pick up your quests before heading up the hill, you go in, and you come out with the whole batch.

City of Dalaran: delayed, not canceled
Two brand-new dungeons were supposed to ship with the patch. Only one did. Josh Greenfield, head of WoW Forever, set the record straight on October 1, as Neryssa reports on Icy Veins: “This week the Excavation Site is available, and the City of Dalaran dungeon is coming in a future beta update.” He admits he was wrong to mention two dungeons on the podcast.

Yet the client data already describes the City of Dalaran: nine bosses, from Arcane Anomaly to Mana Wraith, and five level 33 quests. Our City of Dalaran page places it from level 28 in the group finder. There is no opening date. The beta should end around October 22 according to the roadmap cited by Icy Veins, and launch is set for November 4. You’re better off not building your plan for leveling WoW Forever through dungeons around it.
The RestedXP Dungeon Leveling guide
RestedXP happens to have a guide for exactly this. On its official Forever guide page, the Dungeon Leveling Guide, built for leveling WoW Forever by dungeon, is described like this: “Experience dungeons as a core part of your leveling journey.” It mixes efficient open-world quests with dungeon runs, picking up the quests before you go in. That’s the right logic after the October 1 patch. Its status on the roadmap is “Coming soon,” and the Forever routes for levels 35 to 60 will arrive after the game launches.

Who it isn’t for: if you plan to level solo, quest after quest, and only step into a dungeon to finish a chain, a paid dungeon-focused guide will give you little before it’s complete. I haven’t tested it either, since its dungeon module isn’t out yet. And for the first levels, the main guide already offers them for free up to level 20.
My take as a longtime player, PvP and raiding included: the real bottleneck is getting five people together at the right level with their quests. Icy Veins points to another drag: quest items aren’t shared in the group, so every extra member adds items to collect before you can move on. With the experience bonus cut in half, leveling through dungeons becomes a guild or friends choice. Solo and without a regular group, open-world quests keep the edge up to level 30, and you save dungeons for quest chains and loot.
