Guardian Inspiration turns the class feature into a full specialization: you generate Inspiration, a passive gauge that reduces the damage your allies take, and spend it on banners and rally effects — eleven buff abilities, the biggest support kit in the game. You're the reason the party's health bars move slower.
Closest to Augmentation Evoker — both are melee-adjacent support units whose primary value is buffing an ally's damage output (Song of Steel and Inspiring Presence scaling off attack power, mirroring Ebon Might on the Evoker) rather than direct healing, both keep personal DPS uptime while doing it (the Ballad/Broad Sweep/Ram loop echoes the Evoker's own spellcasting), and both bring hard utility on top (Liberation / Cavalry Charge / Song of Battle's stun echo Landslide, Wing Buffet, or Time Stop). The divergence is the frame: Inspiration is literally standing in melee with a shield and a block-rating stat, so it plays like an Augmentation Evoker that decided to also gear like a Protection Warrior.
Why is this spec not rated like the others?
Combat logs only rank damage and healing. This specialisation does neither as its main job: it supports the group.
Its rating therefore answers a different question: is it brought to raids?

The expected share is what a spec would get if slots were split at random between those competing for them — a tank and a damage spec are not after the same number. Above ×1 it is brought more than its share; below, less.
