Stormbringer's Maelstrom is the class's Intellect nuker: the closest feel is Elemental Shaman from retail, running a dual Static/Conductive resource system that reskins the retail Maelstrom mechanic at a finer grain — a generator spell feeds both meters before you dump into a devastating finisher. The Stormflow channel does double duty as your main damage source and your only self-heal, through Blessing of Lei Shen.
On top of that damage loop, Maelstrom carries a real control layer bolted onto a pure caster: Mystic Thunder shuts down and silences an enemy caster, Eye of the Storm marks then mass-roots a group, and Drown cuts incoming healing before unleashing a delayed burst. There is no ally heal in the kit at all — survival leans on the Thunder Ward defensive cooldown and on the self-leech baked into the channel.
The closest feel is retail's Elemental Shaman: the dual Static/Conductive resource system is a finer-grained reskin of Elemental's own Maelstrom mechanic — a generator spell (Lightning Bolt/Lava Burst ≈ Brine) fills a meter you then dump into a devastating finisher (Earth Shock/Earthquake ≈ Torrential Wrath/Deluge), with the Stormflow channel filling the Lava Beam role and Stormcloud plus Torrential Wrath playing like an Icefury/Ascendance burst window. The divergence is its utility half: Mystic Thunder (interrupt-into-silence), Eye of the Storm (mark, then mass-root) and Drown (a healing-cut debuff with a delayed burst) are tools worthy of an Enhancement/Discipline build grafted onto a pure nuker. Net effect: Elemental Shaman's rotation and burst windows, with an added control-and-debuff layer and a leech-based self-heal (Blessing of Lei Shen) — but without a real healer's throughput, and no ally heal underneath.

Maelstrom is an Intellect/spell-power AoE caster (spell power scales Brine, Deluge, Drown, Eye of the Storm, Torrential Wrath, and Stormfury), with Intellect explicitly converted into spell power (Tempest Sovereign), haste (Whirling Maelstrom), and armor (Storm Channeling). Spell Power leads, then Intellect; since the kit runs on a ticking channel (Stormflow), Haste (faster ticks, and it scales off Intellect) ranks above Crit but still below the primary stat.
